1. The applicant organisation for officially registered in civil affairs department of the People's Republic of China ?1. The applicant organisation should be officially registered in civil affairs department of the People's Republic of China for social organization, with independent legal person qualification;

2. The applicant organisation with the aim of the foundation, the public idea and basic values;

3. The applicant organisation can directly responsible for the project design, planning, management and implementation;
4. The applicant organisation must provide not less than to apply for the cash by matching, and submit before performing community development project partners letters of recommendation;
5. The applicant organisation has a stable team of project execution and necessary project supervision.
